t10.jpgWestport resident Normand E. Ouellette has been awarded the title of Officier dans l'Ordre des Palmes Académiques (Officer in the Order of Academic Palms) by the French government for his contributions to culture and the arts.

 

Ouellette received the prestigious French ribbon at a White's of Westport reception in his honor attended by French officials, wife, relatives and members of the various civic organizations throughout New England in which he was a member. The reception was sponsored by the New Bedford Richelieu Club, the New Bedford League of Franco-Americans, and a "couple of private sponsors," Ouellette.

 

In recognition of Ouellette's civic  achievements, the French Consul General in Boston, Christophe Guilhou, presented the title to Ouellette.

 

Originally a decoration founded by Emperor Napoléon in 1808 to honor eminent members of the University of Paris, it was established as an order on October 4, 1955 by President René Coty.

 

The early Palmes Académiques were only given to teachers or professors. In 1866, the scope of the award was widened to include major contributions to French national education and culture made by anyone, including foreigners.

 

"Hardly anyone in the United States gets this award," said friend and Richelieu Club member Dr. Alfred Saulniers.

 

Walter Parenteau of Manchester, NH, one of only two remaining founders of the Richelieu Club, was in attendance to honor one of his own.

Christophe Guilhou, pinned the order on the 81-year-old, humbled Ouellette who has spent the better part of 59 years promoting the French language and culture. Ouellette said he was nominated for the award by Claire Quintal, a retired professor at Assumption College who is also a recipient of a French medal.

 

"The order now  three levels, starting with Knight, then Officer, and the highest being Commander," said Saulniers.

 

Ouellette believes the highest rank is most likely to be awarded to those with a military background.

 

The Ordre des Palmes Académiques, awarded twice a year, comprises three grades:

  • Commandeur (Commander) - medallion worn on necklet (highest level)
  • Officier (Officer) - medallion worn on ribbon with rosette on left breast
  • Chevalier (Knight) - medallion worn on ribbon on left breast

Decisions on nominations and promotions are decided by the Minister of Education. For those not connected to state-sponsored public education, or the Ministry of National Education, these honors are announced on January 1, New Year's Day. For all others, they are made on July 14, which is Bastille Day.

Ouellette said he was not aware of his nomination until a request arrived from the from the French Ministry of Education, asking for his application. "Claire (Quintal) nominated me," Ouellette said.

“It was a welcome surprise,” Ouellette said.
